The 24th session of the Conference of the Parties to the UNFCCC(United Nations Framework Convention on Climate Change) was held in Katowice, Poland from December 2 to 14. 197 Parties participated in the COP24 and provided a detailed guideline on how to implement the Paris Agreement. Flint Lab Inc. also had an amazing opportunity to take part in the conference and meet the climate leaders from each sector. ※ Paris Agreement: the international treaty which is the basis of the new climate system, adopted by the COP21 held in Paris (taking effect on November 4, 2016) What matters most was whether the COP24 will be able to draw up advanced agreements on various agendas such as mitigation, adaptation and finance, which have shown differences between developed and developing countries in the meantime. At the same time, significance of the COP24 was to complete the ‘Katowice package’, also known as ‘Paris agreement rulebook’ or ‘Paris Agreement Work Programme’, since at its twenty-second session in 2016, the Parties have agreed to establish a 'Rulebook' for the Paris Agreement by this year (COP 24). The 'Rulebook' clarified what each party should do to implement Paris Agreement, specifically stipulating information to be included for each type of mitigation target (BAU, absolute volume, intensity method), reducing greenhouse gas emissions, adapting to climate change impacts, ensuring transparency in implementing mitigation, providing resources to developing countries and transferring technology etc. Under the theme of the development of guidelines for implementing Paris Agreement, fierce negotiations took place between developed and developing countries on the subject of mitigation, adaptation, finance, etc. and finally, the detailed rulebook was prepared to implement Paris Agreement. Note: Below agendas are the main contents of follow-up negotiations. Ⅰ. <Mitigation>In order to raise clarity, transparency, understanding ofNationally Determined Contributions (NDC), the parties will prepare evaluation guidelinesand necessary information when submitting to estimate NDC achievement. Ⅱ. <Adaptation>The purpose, format, content and connectivity of adaptation report Ⅲ. <Finance>Raising Fund of developed countries to support developing countries andmeasures to ensure transparency in providing financial resources and benefits Ⅲ. <Carbon market>Establishment and operation of a new international carbon marketnot only under UN supervision but also recognizing voluntary cooperation among the Parties Ⅳ. <Transparency>Detailed operation method of the reporting and inspection system ofgreenhouse gas emissions applied to all countries regardless ofadvanced and developing countries Ⅴ. <Others>Preparing guidelines to facilitate newly established system such as implementation,compliance promotion mechanism, and technical framework. COP24, which lasted from December 2 to 15 last year for a total of 14 days, ended with the finalization of Katowice package, which resulted in the substantial entry into force of the Paris Agreement. While the package has allowed the parties to block its implementation of the Paris Agreement with its own interpretations and judgments, the international community still has to push the efforts forwards to achieve the one common goal, which is to reduce the greenhouse gas emissions, stop climate change and make the brighter monument. Especially, while striving to meet the IPCC’s advice on limiting warming to no more than 1.5C, the parties need to take more ambitious action to make a visible result. In this process, Flint Lab is taking our urgent action to reduce the CO2 emissions and improve better air condition around the globe, thus protect the mother earth by distributing the Flint clean cookstoves and bio-heaters.
